Testing flood adaptation pathways out to 2126
Whangārei District Council needed to test whether proposed flood adaptation actions would reduce risk or simply shift it elsewhere, with no modelling available to answer that question.
Beca led a consortium that included Urban Intelligence®. Rather than building a new model, the team brought existing hazard information into Resilience Explorer® and stress-tested adaptation pathways against present-day and future flood scenarios.
Council saw tested pathways in a fraction of the time a conventional assessment would take, and worked through trade-offs together in the room rather than interpreting a report afterwards. The same evidence base then carried the team into economic analysis and business cases ahead of a final adaptation decision.
